Sheryl Chino Local Government Legal Assistant

A native of Grayson County, Kentucky, Sheryl grew up in south central Kentucky near Nolin Lake.  She graduated from Grayson County High in 1994 as an honor roll student.  Following high school, Sheryl chose to attend Western Kentucky University where originally she pursued a degree in Biology, However, after taking geography classes, it became clear she enjoyed studying and learning about all things related to earth science and made the decision to change her major to Geography.

As a result, Sheryl chose to pursue a career in City/Regional planning because of her love of unique and interesting places and she wanted to be part of creating those places.

After receiving a Bachelor of Science from Western Kentucky University in Geography with a minor in City/Regional Planning, Sheryl began her career in 1998 with the Green River Area Development District (GRADD) in Owensboro, KY.  In 2013, Sheryl joined the City of Paducah as the Grants Administrator and became the Planner II/Project Manager in 2016.

To her credit, Sheryl has been successful in securing more than $200 million in funding over the course of her career for infrastructure, economic development, and community development projects.

During her tenure with GRADD, Sheryl was instrumental in developing a statewide process for infrastructure planning for water, wastewater, and broadband development.

Sheryl has extensive knowledge of:

  • Federal and state funding programs including USDA, Economic Development Administration, and Kentucky Infrastructure Authority,
  • Department of Justice grant programs, and
  • HUD’s Community Development Block Grant program

Since 2016, Sheryl focused on establishing Paducah’s Tax Increment Financing (TIF) District, which will promote redevelopment of Paducah’s Riverfront.

In addition to her extensive economic development expertise, Sheryl also has a strong background in comprehensive planning and zoning.

She provided support in maintaining comprehensive plans, subdivision regulations and zoning ordinances for the counties and communities located in the region served by GRADD.

While serving as Planner II & Planning Project Manager for the City of Paducah, Sheryl reviewed development plans and site plans for consideration by the Paducah Planning Commission, Board of Adjustment and/or Historic Architectural Review Commission (HARC).

As a Project Manager, Sheryl has 20 years of cross-functional experience in planning, controlling, and leading multi-faceted projects and understands the importance of developing innovative solutions to complex local government issues.

Sheryl’s skills negotiating contracts, procurement of goods and services, financial management and stakeholder engagement; as well as, federal and state compliance will be of tremendous benefit for the clients of the Firm

Personal Information

Sheryl has been married to her husband, Stephen, for more than 20 years.  They have two children, Aiden and Olivia who are both students at St. Mary Elementary.  Sheryl and her family are active member of the St. Francis de Sales Catholic Church where she serves as member of the youth ministry committee.  In her spare time, she is an avid runner, enjoys being outdoors when the weather is warm, and loves to read.
